Chief of Police - Ed FowlerCHIEF OF POLICE

Chief Fowler began his law enforcement career with the Rockwall Police Department in 1990 as a Patrol Officer and Field Training Officer (FTO) and in 1997 became a motorcycle officer and accident reconstructionist. In 2002 he promoted to the rank of Sergeant and was a supervisor in Patrol, Community Services, the Criminal Investigation Division and SWAT Team as a Team Leader. In 2010 he promoted to the rank of Lieutenant and served as a division commander in Patrol, Administrative Services, the Criminal Investigation Division and SWAT Team as the Team Commander. In 2017 he was promoted to the rank of Captain where he oversaw the operations and activities of the Support Services Division. In 2020 he was promoted to the rank of Assistant Chief.

Chief Fowler earned a Bachelor’s of Business Administration in Operations Management from East Texas State University and a Masters of Business Administration in Management from Texas A&M-Commerce. Chief Fowler holds a Master Peace Officer’s Certification and is a graduate of the 269th Session of the Federal Bureau of Investigation’s National Academy (FBINA), the Police Executive Research Forum Senior Management Institute for Police Session #81, The Law Enforcement Management Institute of Texas (LEMIT) Command College and The Institute for Law Enforcement Administration (ILEA) School of Police Supervision.
