Chief Edward Fowler
Chief Fowler began his law enforcement career with the Rockwall Police Department in 1990 as a Patrol Officer and Field Training Officer (FTO) and in 1997 became a motorcycle officer and accident reconstructionist. In 2002 he promoted to the rank of Sergeant and was a supervisor in Patrol, Community Services, the Criminal Investigation Division and SWAT Team as a Team Leader. In 2010 he promoted to the rank of Lieutenant and served as a division commander in Patrol, Administrative Services, the Criminal Investigation Division and SWAT Team as the Team Commander. In 2017 he was promoted to the rank of Captain where he oversaw the operations and activities of the Support Services Division. In 2020 he was promoted to the rank of Assistant Chief. Chief Fowler earned a Bachelor’s of Business Administration in Operations Management from East Texas State University and a Masters of Business Administration in Management from Texas A&M-Commerce. Chief Fowler holds a Master Peace Officer’s Certification and is a graduate of the 269th Session of the Federal Bureau of Investigation’s National Academy (FBINA), the Police Executive Research Forum Senior Management Institute for Police Session #81,The Law Enforcement Management Institute of Texas (LEMIT) Command College and The Institute for Law Enforcement Administration (ILEA) School of Police Supervision. Captain David Valliant
Captain Valliant began his law enforcement career with the Rockwall Police Department in 1995. While a Patrol Officer he held the role of Officer In Charge (OIC), Field Training Officer (FTO), Accident Investigator (AI). He worked in patrol until 2002 when he was assigned to the Community Services Division as a School Resource Officer (SRO). In 2004, he promoted to the rank of Sergeant and has supervised in Patrol, Criminal Investigations Division and Narcotics. In 2012 he promoted to the rank of Lieutenant where he commanded the Patrol, Administrative Services and Criminal Investigations Divisions. In 2020 he was promoted to the rank of Captain. Captain Valliant earned a Bachelors of Science in Political Science from Texas A&M University, Commerce, he holds a Master Peace Officer Certification and is a graduate of the Police Executive Research Forum Senior Management Institute for Police, the Institute for Law Enforcement Administration(ILEA) School of Police Supervision and Command College. Joe FloranceLieutenant Joseph Florance
Lieutenant Joseph Florance began his law enforcement career with the Rockwall Police Department in April 2003. At the rank of Officer, he was assigned to Patrol, Traffic, SWAT, Negotiations and as a Field Training Officer. He promoted to the rank of sergeant in November, 2012 and was assigned to the Patrol Division before transferring to the Traffic Unit. As a sergeant he held a secondary position as the Field Training Coordinator. At the rank of Lieutenant, he has experience commanding the Patrol Division, Criminal Investigations Division, Administrative Services Division and the SWAT Team. Lieutenant Florance currently oversees the operations and activities of the Patrol Division. He holds a Master Peace Officer’s License, has a Bachelor’s Degree in Criminal Justice from Tarleton State University and is currently working toward a Master of Science in Human Resources Management. He is also a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and the Police Executive Research Forum Senior Management Institute for Police. Lieutenant Bryan Garrett
Lieutenant Garrett began his law enforcement career with the Rockwall Police Department in 1995. During his tenure with the department, he has served as a Patrol Officer, Field Training Officer, Accident Investigator and School Resource Officer. In 2001, he was promoted to the rank of Sergeant and supervised Patrol and the Field Training Program. In 2007, he was promoted to the rank of Lieutenant and has served as division commander in Patrol, Administrative Services and Criminal Investigation Division. He has also served as project manager for the TPCA recognition program. Lieutenant Garrett currently oversees the operations in Patrol and Community Services Division. Lieutenant Garrett earned a Bachelor’s of Science Degree in Criminal Justice from East Texas State University. Lieutenant Garrett holds a Master Peace Officer Certification and a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision and a recipient of the FBI LEEDA (Law Enforcement Executive Development Association) Trilogy Award. Lieutenant Aaron McGrew
Lieutenant Aaron McGrew began his law enforcement career with the Rockwall Police Department in January of 2002 after graduating from Texas A&M University at Commerce with a degree in Business Administration. During three years in the patrol division, he became a Field Trainer and was bestowed the award of Officer of the Year in 2004. In 2005, he transferred to the Criminal Investigation Division as a Financial Crimes Detective. In 2007, he promoted to the rank of Sergeant and served in that capacity for almost twelve years serving in the Patrol Division, Traffic Division, and Criminal Investigation Division. In May of 2020, he was promoted to the rank of Lieutenant and is currently assigned to the Criminal Investigation Division.
